The Dutchman overtook team-mate Sergio Perez, who came home second to secure a 1-2 finish for Red Bull.
Polesitter Charles Leclerc claimed the final podium place for Ferrari, beating Lewis Hamilton to third.
Fernando Alonso split the two Mercedes cars, ahead of Lando Norris, Esteban Ocon, Lance Stroll and Yuki Tsunoda to round out the points positions.
Oscar Piastri was eliminated after contact at the first corner with Carlos Sainz, which hampered the Spaniard’s pace and later sent him into retirement.
