Daniel Ricciardo has been cleared to race despite failing to set a time within the 107% regulation all weekend.
The Hispania driver suffered a water leak during the first part of qualifying which meant he had to abort his first run and spent the remainder of the session in the garage.
The 107% time of 1:44.351 hadn’t been bettered by the Australian during any practice session. His best, a 1:45.143, was set in FP3 where he also encountered issues and only completed 11 laps.
The FIA has allowed Ricciardo to race because he has consistently met the 107% criteria this season, since joining the team at the British GP.
Article 36.3 of the FIA Sporting Regulations states that a car may start the race due to “the driver having met the criteria under Article 36.3 consistently throughout this season.”
Mark Webber was fined £1,220 (€1,400, $1,940) for speeding in the pitlane during qualifying.
The Red Bull driver exceeded the 100 km/h limit by 6.9 km/h, therefore breaching Article 30.12.
