Pastor Maldonado will drop from third to sixth after the race stewards found he blocked Nico Hulkenberg during Q1.
The Williams driver had qualified well in Belgium to take third behind Jenson Button and Kamui Kobayashi.
However, his three-place grid demotion drops him to sixth, promoting Kimi Raikkonen, Sergio Perez and Fernando Alonso.
Mark Webber and Nico Rosberg both received five-place grid penalties for changing their gearboxes.
