Formula 1 faces further controversy and confusion after the teams failed to reach a unanimous agreement over the off-throttle exhaust clampdown.
The FIA had offered the teams a chance to return to pre-Silverstone regulations which permit the use of off-throttle gases being fed through the diffuser, but both Ferrari and Sauber have voted against the move.
Sauber are a Ferrari engine and KERS customer which may have swayed their decision.
It is understood that Williams, who were initially against the plans to re-introduce blown-diffusers, did agree after the hour long meeting on Sunday morning.
